Türkiye partners with BOP to launch first ever outcomes partnership

We’re delighted to announce the launch of a new programme supporting young people in Türkiye into employment, in collaboration with the Istanbul Development Agency (ISTKA) (working under the coordination of the General Directorate of Development Agencies of the Ministry of Industry and Technology) via BOP’s Türkiye Outcomes Partnership.

The programme, Istanbul Kodluyor, is BOP’s first partnership in Türkiye, and the country’s first outcomes partnership – where ISTKA will only pay if a set of pre-agreed, meaningful, positive milestones (or outcomes) are achieved – with future potential to scale across other regions and sectors. The programme will provide technical and soft skills training to equip unemployed young adults in Istanbul with the skills needed to access jobs in the growing ICT and software sectors, aiming to reach over 600 individuals. It also aims to increase the participation of women in these sectors, and will help to meet local business need for skilled talent.

Alongside Etkiyap, a local impact-led consultancy, BOP will support the delivery of the programme and provide upfront working capital to enable specialist delivery partner Enocta to deliver its important employment training and support services to 18–35-year-olds who have been unemployed for at least 12 months.

The youth unemployment rate in Türkiye is estimated to be at least 20% (this may underrepresent the challenge, as many young adults are dropping out of the labour force altogether). There is a growing ICT industry sector in the country, but the challenge is a skills mismatch – with high demand for ICT jobs but very few candidates with the required skills to fill these.
