  • Andrew is Co-Founder of Bridges Outcomes Partnerships and Executive Director of Operations, Innovation and Learning. He is a Director of Kirklees Better Outcomes Partnership, GM Homes Partnership, Homelessness Support, the Single Homeless Prevention Service and is a Trustee of West London Zone.

    Prior to Bridges, Andrew was Managing Director of a social enterprise “Baobab” in Madagascar, and a non-Executive board member of two other financial inclusion social enterprises, in Senegal and China.

  • Steve’s role as Programme Director, is to provide capacity building and programme and performance management to a portfolio of socially-minded organisations. These organisations deliver innovative solutions to prevent and relieve homelessness and increase the education and employment prospects of young people, using an outcomes-based approach.

    Steve holds a BEng in Civil and Structural Engineering from the University of Sheffield and after a brief career in Engineering spent 20 years growing a business supporting long term unemployed and people with disabilities and health problems develop skills and employment to live independently through outcomes-based contracting.

  • Sarah is an experienced regional and national Contracts Manager with a demonstrated history of working in both non-profit and private sectors across Homelessness, Housing and Justice organisations. Skilled in innovation management, consortium, project management, government consultation, communication, relationship management and new business opportunities.

    She began her career at Nightsafe as a volunteer supporting young people experiencing homelessness and after graduating from Manchester Metropolitan University progressed professionally, working with a number of charities and Justice organisations across the North including Shelter. She has been part of a number of ambitious pilots including Re-Unite, Greater Manchester Offenders Project, Female Offender Whole Systems Approach in GM and Transforming Rehabilitation “Through The Gate” Contracts. Nominated for UK Housing Award and winning a Northern Housing Award as part of GM Homes Partnership.

    A proud Trustee of “Partners for Prisoners” charity and Fellow of Practise at the Government Outcomes Lab – Blavatnik School of Government, whilst currently leading Kirklees Better Outcomes Partnership and Kirklees Domestic Abuse Specialist Services Partnership as the Programme Director. She has a passion for supporting rehabilitation and empowering individuals to achieve their aspirations and independence through innovative and asset based services.

Overview

Seven of the 10 boroughs in the Greater Manchester area recorded significant increases in the number of rough sleepers between 2010 and 2015; in Manchester, this increase was 900%, from seven to 70 individuals sleeping rough over the period.

The Greater Manchester Rough Sleeping project, in partnership with GM Homes Partnership, was BOP’s first project working with entrenched rough sleepers – providing them with intensive emotional and practical support over a three-year period to get them off the streets and into suitable accommodation.

Outcomes for this project were measured through sustainment of tenancies – meaning the length of time for which a tenant is able to successfully and independently live in their home – which helps to focus support for vulnerable individuals on developing the stability required to improve their health, gain access to training opportunities, and find and sustain employment.

Outcomes

Over 350 rough sleepers moved into accommodation, of which 129 were also supported with mental health, 98 with drug/alcohol addiction, and 53 with entering education, training, volunteering or employment. 76% of participants remained in their accommodation for 12+ months.
